    Did you removed all of CitiesXL under Steam/steamapps/common before reinstalling? Otherwise steam assumes most of AppData/.../CitiesXL is intact....

    Down loaded owp_plaza_03.patch again and that error went away.?! Uninstalled UIM and reinstalled a fresh download but that error didn't go away.
