This tutorial is intended to demonstrate how I create topographical representations of existing city areas or... even imaginary ones, using any paint program or image editing program, preferably one that supports layers, to create a "height map" for import into the "Cities XXL Map Editor".
Keep in mind that a "height map" is only one of the first steps, required to create a modded map's patch file.
There is always, of course, Google Mapping but here are some other topographic map resources. Or maybe you know of a good resource you would like to share.
