I ended up making two versions of this map so you can choose between RHM or having hills. The map with hills allows you to dig down a little bit as well.

The second map has very low hills and is RHM friendly. You can not dig down on this map.

Put the .patch into the Pak folder of your Cities Xl
Google maps have GM in the patch name.
The RHM friendly maps have RHM in the name.
Build on the Google map and then swap it for the normal one when you have finished.
NOTE: To see the map overlay better you need your graphic settings to be on high and turn off the Atmospheric Display.
As normal, delete the trees in the water.
TIP: Right click the bulldozer thumbnail and move the slider up to increase the bulldozer size
