    As the author admitted in a comment himself in 2015, this mod is not designed to work with the code of Cities XXL. The buildings start popping up as growables and are not shown as ploppables in the folder. I urge the mods to remove this mod from the Cities XXL folder of resources, because at this point it's misleading to put it here.
