    This fix isn't working for me. In fact, I'm getting the DirectXCreateEffect Error message now more than ever and it's even affecting my gameplay, so much so that I can't even load my city any longer.

    Most likely its due to your shadercache. Have you tried my delete shader cache files?

    Yes, I have, and it didn't work. I used both the Delete Shader Cache and start CXL Platinum version which always said the file name was incorrect even though I changed it to the correct name and also the Delete Shader Cache file and it did no good. I also tried deleting the shader cache files manually and that didn't work either.

    BTW- #default.fx file? Where do I find this file?

    If you want to find the default.fx file yourself, you need to unpack citiesXL and look in the shader older
