Good Mods For Simple City Building?

I've played simcity 4 for years and didn't realise that anything more advanced existed until I got this game. Being able to actually zoom into street view is nothing short of amazing. Anyway, I actually like to design cities more than manage them, so I was wondering if there are any mods which would allow for instant/near instant development of lots, and basically just some way of developing a city incredibly fast, without much need to worry about pollution and lack of demand for zoning. The money cheat only helps to a point.
