My city has hit 300k population and i was managing around $50k-$75k income at one point. Then my Home Filing Rate fell under 50% so i started putting in Health and Education which dropped my income to around $50k while making my zones all green. Now i started adding in security and now i'm losing $4.4k income. I don't have a problem losing money now because i have $168 million in the bank but this is my concern so i don't end up going bankrupt sooner or later.

What am i suppose to do to keep their satisfaction high enough so that the filing rate goes up without breaking the bank.

If it helps i only have Unskilled and Skilled in my city as i haven't added Executives and Elites yet until i get the map filled with Unskilled and Skilled Class. All my zoning up to this point has been Low Density for everything and some Medium Density Retail. This way i keep the Executives and Elites out of town until i'm ready to add them into my city.

For roads i have all Small Roads in Residential and Heavy Industry and some Roads for Offices and Manufactures.

How's your traffic? What does the satisfaction panel say residents are unhappy about? It could be that you need more leisure or commercial, or to improve balance between your industries. If you're unsure, you can post a picture of the satisfaction panel here for people to help you.

So the problem was that you're running out of money?
Maybe join the EU, there are surely some countries dumb enough to
pay off the sharks that want your money :D

Okay now, seriously, start placing T3 industry, especially high tech
and manufacturing industry. I recommend some mods
    by giorgioselsedai and gbojanic, here:
    http://xlnation.net/resources/elsedai-high-technology-industry-pack.511/
    http://xlnation.net/resources/modular-warehouse-pack.949/
This will yield a lot of income by taxes...

Now you say you're losing almost 5k of CXL Dollars due to security services?
Seems like you're having a lot of T1/T2 buildings for such services.
Delete them and replace them with a T3 building of named services,
so e.g. a large police office building (T3).
It will cost 5k of money units, but you will most likely be able
to delete some smaller police buildings.
    Same for other services.
Of course you will need to get some executives and elites then.
For retail demand of the people, I would recommend to use
    some Casinos by fayeddd:
    http://xlnation.net/resources/casino-pack.708/

Furthermore, try to cut off heavy industry and rather specialize on
    high tech, offices and manufacturing.
Heavy industry does take a lot of orkers,
but doesn't yield enough money as output.
Sometimes even importing from Omnicorp may be better than
building heavy industry, as the heavy industry also pollutes the air
    quicker than the other industries.

    And invest into larger roads.
This will possibly enhance the range of the civic services, too,
depending on your overall road layout, of course...

Hope that helped a bit :)

Well i know i need High Tech Industry but since i'm keeping the executives out of the city i can't add High Tech just yet (and i don't want to make a new city just for high tech either).

here are some screenshots if they will help:

as you can see i am lacking behind in waste and high tech. I plan to add offices, electricity, water, and food. I don't really want to add waste at the moment since it will eat my money even more than it already is and it will also bring more polution and i'm trying to keep all the pollution out.

I am building another city for Fuel and Holiday but the holiday is a slow process to build though.

    any help is appreciated.

From your screenshots, it becomes clearer what the problem was.
Not enough skilled, but too much unskilled workers.
and only one kind of road. Just try to resemble some realistic city,
it does need some wider roads, 15 to 30 metres. Take them and place
them within this huge complex of suburbia, and delete the unskilled people's houses
which are not built yet, they take away your money without any use.
That is the reason you lose so much money...
And start placing executive and elite residentials,
you got a city of 300k people!

so your saying i should stop building 2x2 small road zoning? because traffic is either low or medium in most of the traffic.

If that's the case should i just bump everything up to 2x2 express way zoning? cuz i did this on a previous map and my wallet took a big hit because of how expensive expressway zoning can be.

Also do you think i should start deleting low density in favor of high density? cuz i did that on a previous game and i was also losing money at one point.

and do i really need to add executive and elites? i mean my plan was to lay out the whole map with unskilled and skilled and then add executives and elites later on for the high density and better buildings.

If you sell excess fuel, waste, water or electricity you get income to expand.
Also keep the demand of any kind in balance as you build.
Excess industry should also be sold otherwise it won't expand.
It is almost impossible to get back in balance once it get too unbalanced.

Well i decided to make a new city and i already have 165k population starting the game off with High Density only and Expressway. The city is already making $100k income and i have a bankroll of $552 million. I like it more than the current city i have with 400k population.

Way to go. Just remember as you go forward that things have to be in balance for your city to work.

    • adequate transportation is crucial
    • keep your resources balanced
    • Give your sims the public services they demand, but not more (until your budget allows). The satisfaction rate for services you show above is 49% - so you don't have enough of them, there are areas where the service is bad, OR your traffic is so bad that they can't do their jobs. Fire especially needs adequate transportation. The satisfaction map is a great tool for managing this.
Keep up the good work. I look forward to hearing how it goes for you.
