1. If you are going to register on XLNation, please make sure you do not use a proxy server.

    Have you renamed any files under C:\Users\YOURNAME\AppData\Local\focus home interactive\?

    Or changed any file permissions?

    If it's file permissions then it's an easy change. Just make sure administrators, system and authenticated users are there with modify permissions.
    If you renamed those folders then rename them to what the game is looking for.

    Make sure the game still works OK by renaming the XL folder in C:\Users\YOURNAME\AppData\Local\Focus Home Interactive\ to something else and then start the game. A new folder will be created. Start the game and it should start like the first time it was installed.

    I think your next best step would be to reinstall the game.
    Backup your paks folder and the original XL folder under C:\Users\YOURNAME\AppData\Local\Focus Home Interactive\ before you uninstall incase you have cities you want to keep
