The Federation Of Western States

As you may have read already, the Omnicorp Corporation was founded to support
the creation of Expansion Programs to join Alpha Centauri.
What humanity on Earth did not know was that in fact, there was another mission:

As Omnicorp received financial aid from Global Players all around the world,
it should also find ways for the companies to keep up their economical
and hence also political influence on the new planet.

As a consequence, Omnicorp provided some extra programs to secretely join the westernmost
continent of the new planet already before the rest of humanity (the "common people")
was allowed to get on the planet.

The Federation of the Western States is a union of rather autonomous
provinces that were founded by the support of the earthen Global Players.
Due to the Leaders of the earthen companies being all believers of different
systems, the provinces' political systems each are also quite different.

Nonetheless, in general, the Federation can be seen as a plutocracy
that is at odds with itself:
It still does not influence people's all-day life a lot, as long as
they don't protest against the system.
Regarding the election system, people can vote whosoever they want, too,
with the only restriction that all candidates of the single-party system are pre-selected
by the most influential politicians within the Federation, who were in most cases
selected by the leaders of the earthen Global Players.
Of course, some provinces offer almost perfect democracy, which has already
lead to some controversities within the past few years regarding the central idea
of how to govern the Federation. Up to now, there has not been any large
protests, as the rebellious provinces could not afford to collaborate, and as
the just plutocratic states still have the most influence due to their number of seats within
the Senate of the Federation (so they are the most populous states).
Also, their military power yet overcomes any other power of the rather rebellious states,
a fact that hinders these states to openly revolt and hence stay currently quiet.

As a suggestion for the Countries: Don't fuck with the Federation, unless you are not as powerful
as the Federation is...

 

To refine the features of the Federation a bit:

This was meant to hinder players from thinking they could settle down new cities wheresoever
they want. We yet do not know how many people will come and how many of them
will first be parts of the Federation, hence we need some kind of reserve.

Also, IN GENERAL, the Federation is thought as the random element of the gameplay
of CountriesXL. As an example: Player A really cares about a special feature of his town
right from the start on, whilst other players don't. If we do not have any contest
regarding said feature, it could be that Player A was rewarded through some action
of the Federation, e.g. being allowed to place an office as some kind of consulate
as a reward for economical success. But it could also be that the Federation
demands some answers, and you will need to give them
Just to prepare you, but believe me, we will still let it be funny,
and we won't over-advantage the "caring Player A"

Well, there is a meaning behind...
The stars represent the eight outer regions of the Federation
(Titania being #9), they are some kind of united, shown by the
stars forming a circle/octagon...
The gothic cross represents the ancestry of the Federation,
or rather the ancestry they would like to have
Also, it is a symbol of strength.
