    I always put in roads or highways first and use bridges to connect them across barriers. Always better to use roads on both sides to anchor bridges so they run straight better.

    That almost always resulted in the solid bridge as shown in the image blocking the passage under it for me.
    The only consistent way I found was to pout the bridges in first. I would prefer to do it the other way but it almost never worked.

    It’s just a matter of touch, practice makes perfect. I wouldn’t have any problem connecting that road setup and getting an intersection instead of that berm bridge. Start with just connecting the first outside road to the small avenue and finish it. That should create your intersection, then extend from intersection to other outer road. In wavy terrain it’s all about connecting roads with intersections before moving on. Don’t try to connect outer roads in one shot, that’s what gives you berm bridges you don’t want.
