The highway signs are strange, don't know where use white and yellow to make direction panel like this.

Yeah, the road signs.... Generally green with white wording, right? I searched on the web but didn't find any country perticularly using this kind....

 

I think about Belgium. Maybe near an airport. Not sure at all. Could be France (cars, arrows and lines on the asphalt). I don't think this is a highway but a large avenue.

 

... but roadworks signs look like those used in Sweden...

 

This place must be a new urban area, the trees are new and the city is still under construction.
I dont think this is Europe, feel like between 23'27" North and 23'27" South, but not around the equator area.

Absolutely right, good job! I chose this city bevause it's European, but lack a lot of the standard European road signs, markings, etc. Yellow lines are used like in the U.S. and road signs are different from rest of Europe.

 

I wasn't far! I stopped my research in Sweden.
