The stupid me even can't tell which continent is.
Only that it not likely to be around asia.
The people in the center looks like European but the statues I remember are generally white/gray or dark green if in the open ground. And they are either pretty calm as art and philosophy, or hero style maybe on a horse or a handsome posture. This one seems to express something like resist, struggle, fighting for something. Perhaps I'm short sighted, but since saw some sculptures with ideology in Ukraine and Russia, I guess this is in the former Soviet area?

 

For me it seems to be in a Latin American country, but I don't have any clue since I couldn't find that statue.

 

Thought about Latin, too. Although not 100%, the people of Latin seem to have darker skin and hair then traditional white. Is that so?

Riiiiiiight. If that's a sea on the far background of the image, then juding the shadow, I say the city is on the west part of the land.... if the city is on the upper hemisphere of the earth.
